How-To Guide for TLC Up

To log in, you will need the following:

  1. Your TLC License Number or Application Number
  2. Your Mailing Zip Code
  3. Last 5 digits of your SSN or EIN
  4. Your email address

First time users, complete these steps before logging in:

  1. Enter your TLC Application Number or TLC License Number (this is not the license plate number), mailing zip code, and last five (5) digits of your EIN or SSN, then click “Sign In;”
  2. You will be prompted to verify your email address by either confirming or typing your email address, then click “Submit;”
  3. The TLC will send you an email to verify your email address, the subject line will be, “TLC UP Email Address Verification;”
  4. Open the email and click the blue underlined hyperlink to verify your email address;
  5. Return to the TLC Up log in page and you will be able to log in.

Address Change in New York

If you have just moved to New York or have moved within the state, you must update your address with the New York Department of Motor Vehicles (DMV). You will need to apply for or update your:

  • NY driver's license or ID card.
  • New York certificate of title.
  • NY vehicle registration.

Change Your Address with the NY DMV

The NY state DMV requires you to update your address within 10 days of moving. If you are a military member temporarily stationed outside of New York, you do not need to report an address change.

You may change your address online, bymail, by phone or in person at your local NY DMV office. You cannot report your address change by email.

You will not receive updated documents when you change your address on NY DMV records. You can simply write your new address on:

  • The back of your NY driver's license/ID card.
  • Your vehicle registration document (cross off your old address).

NOTE:Do not write on your certificate of title. You must apply for a replacement title if you wish to have an up-to-date document. See the “Replace Your NY Vehicle Title' section below.

Online

To change your New York address online, visit the New York MyDMV Change My Address website.

You will need to provide your:

  • New York driver license or ID card number.
  • Last 4 digits of your Social Security number (SSN).
  • Date of birth.

There is no extra fee to use online services.

When you're finished changing your address on the MyDMV online system, you will have the option to apply for a replacement:

  • Driver's license.
  • Non-driver ID card.
  • Permit.
  • Vehicle registration(s).
  • Vehicle title document(s).

NOTE: Additional fees apply for replacement documents. For more fee information, see the “Fees to Change Your Address in NY' section below.

By Phone

You can change your address by calling the NY DMV call center. You'll need to have your NY driver's license, ID card, or learner's permit with you.

If you'd like updated documents showing your new address, you will also need a credit card to pay the appropriate fee (see the “ Fees to Change Your Address in NY' section below).

If you choose not to order new documents, there is no fee to change the address on your NY DMV records by phone.

In Person

To change your address inperson, visit your local New York DMV office and bring:

  • A completed Change of Address form (Form MV-232).
  • Proof of your identity and date of birth, such as your:
    • NY photo driver license, permit or ID (current/expired less than 2 years).
    • Current U.S. passport or passport card.
    • U.S. military photo ID card (active, reserve, or retired personnel only).
      • For a complete list of accepted documents, visit the NY DMV website.

If you would like replacement documents showing your new address, you will also need to:

  • Check the appropriate box in the “Part 2 Purchase Replacement Document' section.
  • Submit payment for your replacement fee (see the “Fees to Change Your Address in NY' section below).

You will only need to pay a fee if you are ordering replacement documents.

Replace Your NY Vehicle Title

You can apply for a replacement vehicle title showing your new NY address either online, by mail, or inperson at your local NY DMV office. You cannot apply by phone or e-mail.

IMPORTANT NOTE: You are not required to get a replacement title. If you don't want a replacement, do not make any written changes to your current NY certificate of title, as this will make it invalid.

Online

To apply for a duplicate NY vehicle title online, you need to have already changed your address on NY DMV records. See the “Change Your Address with the NY DMV' section above.

Get a replacement NY certificate of title by using the New York MyDMV Change My Address system.

You'll need to provide your:

  • New York driver license or ID card number.
  • Last 4 digits of your Social Security number.
  • Date of birth.
  • Credit card for the $20 duplicate fee.

Your duplicate NY vehicle title will be mailed to you.

By Mail

Fees to Change Your Address in NY

There is no fee to update your NY DMV driver license, permit, ID card or registration records only. Fees only apply for replacement documents.

Driver's License, ID Card & Permit Fees

It will cost you $17.50 to replace your driver's license or permit.

Registration & Certificate of Title Fees

It will cost you the following fees to replace your vehicle registration and title in New York:

  • Vehicle registration:$3.
  • Vehicle title: $20.

Accepted Payment Methods

New York DMV offices accept payment by:

  • Cash.
  • Check.
  • Credit card.

For all online and phone transactions, payment must be made by credit card only.

For mailed-in applications, payment must be made by a check or money order made payable to “Commissioner of Motor Vehicles.'

New York Voter Registration Address Change

If you're registered to vote in NY, you must notify the New York county board of elections when you change your address. To be able to vote in an election, your change of address must be received by the state at least 20 days prior to the election date.

You can either change your voter registration address at the same time as you change your address with the NY DMV (see the “ Change Your Address with the NY DMV' section above), or change it separately through the NY county board of elections.

To update your New York voter records separately, complete the New York State Voter Registration Form and either mail it or bring it in person to the appropriate county board of elections address listed on the form.

New NY Residents

If you're moving to New York, you must transfer your out-of-state license within 30 days and change your title and registration within 30 days of your arrival.
